ASSORTED EQUIPMENT DONATED TO MOFEP OF GHANA

The commissioning ceremony of assorted equipment donated to the Ministry of Finance & Economic Planning of Ghana by the government of the People's Republic of China took place at MOFEP on 15th September,2005. The commissioning ceremony was performed jointly by the Deputy Minister of Finance and Economic Planning, Hon.Dr.Anthony Akoto Osei(M.P) and His Excellency, Mr.Zhang Keyuan, the Chinese Ambassador to Ghana.

In response to the government of Ghana, The government of China approved a grant of RMB 500,000 Yuan to Ghana for supply of computers, photocopiers and fax machines and their accessories. The items have been delivered and are in the custody of MOFEP. The commissioning ceremony is to pave the way for the early utilization of the equipment by this Ministry and its relevant Departments and Agencies.

Which makes it known that, In order to increase assistance to other developing countries, China will take the following new measures:

1. China has decided to accord zero tariff treatment to some products from all the 39 LDCs having diplomatic relations with China, which covers most of the China-bound exports from these countries.

2. China will further expand its aid program to the Heavily Indebted Poor Countries (HIPCs) and LDCs and, working through bilateral channels, write off or forgive in other ways, within the next two years, all the overdue parts as of the end of 2004 of the interest-free and low-interest governmental loans owed by all the HIPCs having diplomatic relations with China.

3. Within the next three years, China will provide US$10 billion in concessionalloans and preferential export buyer's credit to developing countries to improve their infrastructure and promote cooperation between enterprises on both sides.

4. China will, in the next three years, increase its assistance to developing countries, African countries in particular, providing them with anti-malaria drugs and other medicines, helping them set up and improve medical facilities and training medical staff. Specific programs will be implemented through such mechanism as the Forum on China-Africa Cooperation as well as bilateral channels.

5. China will train 30,000 personnel of various professions from the developing countries within the next three years so as to help them speed up their human resources development.
